硕上学位论文 硕上学位论文 AbsWaet Abstract Fund is the material basis of old age insurance system．As a start of carrying out the old—age insurance system，raising fund is critical to the sustainable operation of the old age insurance system．Now,the main source of raising fund is the old age insurance contribution．In practice， contribution evasion in the old age insurance is becoming more and more serious，and dangers the development ofthe old age insurance．Therefore， it is of great significance to study the issue． It is proceed with character and function of the old age insurance， demonstrate the necessity of leading the old age insurance by government． Faced with the problem of unbalanced revenue and expenditure，and the aging population，raising pension fund is very important for our country． The main source of the pension fund is the contribution from the enterprises and employees． Point out the mode of the contribution evasion in the old age insurance and the danger：results in the loss of fund and endangers the feasibility,reliability and equity of the old age insurance system． Summarize the causes of the issue，including mistaken understanding on the old age insurance by employees and enterprises；defect of the old age system，and it is very difficult to identify with the system between the government and the public；lagging legislation of the old age insurance makes the raising fund lack of legal compulsion and authority；unclear responsibility of the government makes the enterprises and employees have no confidence in the system． Introduce and compare the management on raising the old age fund of Germany,America and Singapore．Based on the foreign advanced experience，put forward to corresponding countermeasures：strengthen the law of the old age insurance，perfect the design of the old age insurance system，define the responsibility of the government and enterprises to solve the debt of the old age insurance，enhance the supervision and management of collecting pension fund and perf
