可持续路径下农村普惠金融综合服务站 建设实践与思考 任晓龙姜金会赫蓉俱翠杨丰岭 中国人民银行铜川市中心支行 摘要： 建设农村普惠金融综合服务站是提升金融服务可得性、覆盖面、便利性的重要措 施之一，其建设的关键在于如何解决欠发达地区的商业可持续问题。本文从可持 续路径出发，分析了政府化建设模式和市场化建设模式的特点，提出基于政府 引导下的市场化模式是欠发达地区推进普惠金融综合服务站建设的可持续路径， 并以陕西铜川宜君农村普惠金融综合示范区试点为例，总结梳理了近年来站点 建设的实践做法，并据此提出完善相应协调机制、着力保持供需平衡、切实防范 各类风险、大力发展“数字普惠金融”、不断强化金融知识普及教育等相关政策 建议等。 关键词： 普惠金融;金融综合服务站;可持续; 收稿日期：2017-7 The Practices and Thoughts on the Construction of Rural Inclusive Financial Comprehensive Service Station under Sustainable Development Abstract： The construction of rural inclusive financial comprehensive service station is one of important measures to improve the availability, coverage and convenience of f inancial services. The key to the programme is how to solve the commercial sustainability in underdeveloped areas. Based on the sustainable development principle, the paper analyzes the characteristics of the government mode and the market mode, and puts forward that the market-oriented mode under the government guidance is the sustainable way to promote the construction of the inclusive finance compositive service station in the underdeveloped areas. The paper also takes the practice of inclusive finance comprehensive demonstration area pilot of Yi jun county in Tongchuan city of Shaanxi province as an example, summarizes recent practices of the construction of the station, and accordingly proposes to improve the corresponding coordination mechanism, focus on maintaining the balance between supply and demand, effectively guard against all kinds of risks, vigorously develop the “digital universal finance” ， constantly strengthen the financial education and education as well as relevant policy recommendations.
