东北大学MPA专业学位论文摘 东北大学MPA专业学位论文 摘 要 辽宁省是我国的重要老工业基地。在当前的经济体制转轨过程 中，出现了结构性和机制性的矛盾，突出表现是创新型企业少、高 新技术企业拉动乏力、产业群聚能力差等问题。迫切需要充分发挥 科技、人才、工业基础存量等优势，大力发展企业孵化器，培育新 的产业，促进经济结构调整。 本文以我省企业孵化器作为研究对象，在论述了国内外企业孵 化器发展的历程、现状、特点、功能等后，着重分析了我省企业孵 化器的发展现状、特点及存在的问题，并结合当前国内外大力发展 食业孵化器的背景，面对技术创新格局出现新的变化，从加强独具 优势的中小企业的孵化，学习发达国家的做法，采取措施支持我省 孵化器和中小企业的发展，．抓住良好的发展机遇，大力发展企业孵 化器等5个方面进行了思考，并阐明了我省发展企业孵化器的客观 需要、重要意义和优势条件。最后，从政府宏观管理层面上，提出 了加快发展辽宁企业孵化器的对策。提出的对策和建议主要包括： 营造良好的企业孵化器发展的政策环境、大力发展多种形式的企业 孵化器、建立比较全面的金融风险支持系统、加强中介机构建设， 建立多元化的服务主体、充分利用资源，建立创新孵育体系。 主题词：孵化器、孵育体系、创新、中小企业、对策 II 东北大学MPA专业学位论文 东北大学MPA专业学位论文 ABSTRACT Abstract Liaoning province is the very important old indus打ial base of China．In the transforlTlation process of present economic system，some systematic and mechanical contradiction occurs．111e most outstanding symbol of it is that there are few innovative enterprises；the high-tech enterprises can provide little dragging force；and the industrial aggregation ability for the enterprises is weak，etc．It is urgently needed that we shall make full of the technological．talent and industrial advantages of Liaoning province and develop fullv也e enterprise incubators to cultivate new industries，and promote the adjustment ofthe economic system． This PaDer studies the enterprise incubators in Liaoning province and discusses the devclopment process，present status，eharacteristics，and functions ofdomestie and foreign enterprise incubators．The points of the author are expressed in 5 main aspects： It．ereIphasizes the present developing status，characteristics，and present problems of the incubators in our province the basis ofthe background ofpresent domestic and foreign ineubators．It analyses that when facing the new changes of technology innovations．we shall stress the incubation of middle and sma[1 enterprises；we shall study from the developed countries to adopt certain measures to support the incubation of the enterprises and fully
