摘 摘 要 辽宁省集中了东北地区主要的沿海港口资源，本文旨在通过对辽宁省现有沿 海港口及周边港口基本情况和未来发展态势的分析，结合中央振兴东北老工业基 地的重大历史机遇，对辽宁省沿海港口布局与功能整合的必要性和紧迫性进行了 阐述，在充分借鉴国内外港口资源整合实例的基础上，提出了辽宁省沿海港口群 布局与功能整合的差异化协调发展模式，对整合模式提出了具体的意见和建议。 其核心内容是主要运用市场经济手段，辅以必要的行政手段，打破行政、地域、 所有制对资源的垄断和限制，鼓励和支持各类生产要素向重点口岸和优势骨干港 口企业集中，改变目前全省港口结构趋同、功能单一、布局过散现象。按照科学 布局、合理分工、突出特色、提升层次的思路和深水深用、浅水浅用的原则，加 强全省港口、岸线特别是深水岸线资源的有效开发和管理，集聚辽宁港口群优势， 形成大连为中心，营口、锦州、丹东为两翼，葫芦岛、盘锦等省内其他港口为补 充的港口格局，以全面提升辽宁省沿海港口群的核心竞争力，更好地服务于东北 老工业基地振兴。 关键词：辽宁港口布局功能整合 AbstractA11 Abstract A11 the major sea harbor resource northeast China concentrated Liaoning Province．This article is dedicated to the analysis on the general status and development trend of the harbors and surrounding harbors in Liaoning Province， Considering the historical opportunity of the Rejuvenation of the Northeast Old Industrial Base policy of the central government，the necessity and urgency of the re—arrangement of the 10Cation and functions of the harbors in Liaoning Province iS elaborated in this article．0n the basis of the introduction of domestic and foreign harbor resource re—arrangement examples．the differential harmonious development model of the location and fimction of the harbors in Liaoning Province iS proposed，and detailed advices and suggestions made for the re—arrangement model．The key point is to break the administrative，regional and ownership monopoly and restriction resource，with market economy methods and necessary administrative measurements；to encourage and support the concentration of production factors on the key harbor and advantageous harbor enterprises；and to change the situation of similar structure，single function，and loosely connected location of the harbors in the Province．In the principles of scientific distribution， proper division of work，unique characteristics，promotion of level，and proper of resource，the development and management of harbors，coastline，especially deep water coastline，should be promoted．The advantages of the harbors group in Liaoning should be con
