In recent years, property-tightening measures is frequently introduced to prevent housing prices from rising too fast. It made a great impact on real estate development industry, and the general tendency of its profit is shifting from colossal profit to the meager profit. In estate development projects, price is set by estimated costs instead of the real generated costs. In the case of marketing in fixed price with uncertain costs, only cost be controlled within certain bounds in the project life cycle, could real estate development project guarantee the profit. Therefore, in order to obtain more profit in the fierce market competition, cost should be controlled effectively by adopting scientific management method to reduce the developing cost and to enforce the ability to withstand market risks. Aiming at the issue of estate project cost management and control, through the way of systematical analysis, case analysis and comparative analysis, a deep research on cost control in the whole process of estate development project is made in this paper by taking estate development project as study objective and project cost management theory as its foundation, by collecting extensive typical literature, and by using the theory and method of project cost control. Then, with the empirical study on “Landscape Dragon Court”, the author put emphasis on the analysis of the cost control key and the cost control measures in decision-making stage, design stage, construction stage, completion stage, by exploring the measures on cost control in each stage of the project life cycle.
