Guangdong Institute of Public Administration, Guangzhou 510053, China） 【作者简介】司徒尚纪，中山大学科学与规划学院，广东广州510275； 许桂灵，广东行政学院研究所，广东广州510053 司徒尚纪（1943J ,男，中山大学地理科学与规划学院教授，博士研究生导 师。主要从事人文地理学研究。 许桂灵（1971J ,女，中共广东省委党校（广东行政学院）研究所副研究 员，博士。主要从事人口学、人文地理学研究。 【内容提要】根据广东流动人口就业管理模式历史演变过程，划分市场需求 就业管理两个阶段，前者违背人口流动规律，压制生产力发展，后者则相反，为广 东经济崛起作出重大贡献。在总结广东流动人口就业管理历史经验和评价其就业管 理模式现状基础上，指出应根据广东流动人口数量庞大，流动性大，劳力市场管理 紊乱，劳资矛盾突出，执法困难等问题，提出高增长■低就业、流动人口分流和文 化认同等就业管理模式，以及为此应采取建立流动人口有序管理和应急机制，组织 工会，制定新客家安置计划，加强人文关怀等对策与措施。 According its evolution process, the employment administration pattern of the floating population in Guangdong Province can be divided into two stages-the planned allocation and the allocation according to the labour market demand. While the former violates the population-floating law and obstruct the development of productive forces, the latter contributes a lot to the economic development in Guangdong Province. On the basis of these analyses, the paper points out that the employment administration pattern of quot; high economic growth but low employment quot;, quot; diversion of the floating population quot;, and quot; cultural identity quot; should be adopted in view of the large floating population, its high floating, chaotic management of labour force market in Guangdong Province. In addition, some measures should be taken to establish the mechanism for the systematic administration of the floating population and the related emergency use, to compose the labour union, to make the settlement plan of quot; new Hakkas quot;，to strengthen humanistic care, and so on. 【日期】2007-04-10 【关键词】流动人口就业管理模式历史演变/就业管理现状/对策与措施/
