PAGE PAGE 18 城市社区安全管理中“人防”的重要性及建议研究 ——以杭州经济技术开发区为例 摘要：近年来安全事件频发，作为城市的基本单元，社区安全管理的完善是构建和谐社会的基础，也成了众多学者研究的焦点。社区以及社区安全的研究发端于西方，我国中央有关部门于2000年对社区进行书面定义。 本文以社区安全管理为研究对象，以“人防”为切入点，通过对前人研究成果的解读，对“人防”进行新的定义，进一步系统论述“人防”在城市社区安全管理中的意义和作用，同时对杭州经济技术开发区的社区安全现状进行问卷调查，以数据来分析安全状况，同时与开发区特有性质相结合，借鉴相关理论，并对已有文献中针对社区安全管理的建议进行归纳总结，探讨如何从增加社区居民参与度，加强社区居民间联系，发挥群众力量，共同做好社区安全管理工作，构建和谐社区。最后总结论文存在不足与对城市社区安全的展望。 关键词：城市社区;安全;人防 The Study on Civil Defenses Importance and Sugges- tions in Security Management of Urban Communities Case of HEDA Abstract: In recent years, public security incidents occur frequently. As the cell of society, the improvement of the community safety management is the foundation of building a harmonious society, so more and more scholars focus their research on the security of the Urban community. Study on community and community safety originated in the west, and General Office of the State Council transponded document in which community was defined in 2000. This paper is point of penetration with the civil defense to study community security, redefine it and discuss the significance of “civil defense” in security management of urban community through interpreting the results of previous study. At the same time, I make the questionnaire survey among the residents living in HEDA(Hangzhou economic and Technological Development Area ), and analyze the current situation of the urban community security with relevant data. Otherwise, it also generalizes and summarizes the good suggestions about security management of urban community from previous literatures. It aims at explore ways to increase residents’ participation in community affairs so that strengthening contact between residents, and unleash their strength to do security management of urban community well, building harmonious community. In the end, summarizing the paper’s shortcomings and showing my outlook. Keywords: Urban Community; Security; Civil Defense 目录 一、 绪论 （一） 研究背景 2015年伊始，我国就接连不断地发生多起安全事件，1月2日的哈尔滨某仓库火灾事故，
