PAGE PAGE 18 城市社区居家养老服务研究 ——以杭州市夕阳红居家养老为例 【摘要】：世界范围内都普遍的出现人口老龄化的问题，在我国计划生育政策使得人口出生率下降，家庭规模缩小，家庭保障功能弱化，而且我国相较于发达国家经济发展水平和社会保障体系都非常落后，因此人口老龄化问题在我国显得更加严峻。面临“未富先老”的局面，政府能够用于养老的资金有限，机构养老越来越呈现出其局限性，全面有效的解决养老问题任重而道远，这将是我国一项长期的重要任务。本文首先对我国的人口老龄化现状进行了简单的介绍，对于居家养老的概念和服务的对象进行了整理和界定，结合相关的理论和机构养老的局限性进行分析，阐明了居家养老能够弥补机构养老的缺陷，保留了家庭养老的优势，是适合我国国情的一种新型养老模式。接着本文以杭州市夕阳红居家养老服务中心为个案，结合居家养老的相关政策深入研究杭州市居家养老服务中心存在的优势和问题。最后在借鉴国外经验的基础上，提出了完善法律保障，实现服务人员的多样化，资金来源的多元化以及以需求为导向提供服务的对策建议，从而保障我国的居家养老服务事业在实践中不断发展和完善。 【关键词】：老龄化城市社区社区居家养老 The Research on The Home-based Care Services in Chinese City Community Abstract: In the world，the problem of aging of population is very common. in our country, the family planning policy makes birth rates and family size declining，family safeguard function weakened. And compared with developed countries, the level of economic development and the social security system in China is very backward, so population aging problem is more serious in our country. Facing the situation of not rich first old, for the government, the money can be used for pension funds is limited, institutional pension has more and more limitations. Solving the problem of pension efficiently and comprehensively still has a long way to go, it will be a long-term and important task for our country.This article makes a simple introduction of the present conditions of the population aging in our country, makes a boundaries and combining for the concept of family endowment and service object, and analyzed the limitation of the institution endowment combining with related theory , showing that the pension of the home-based Care makes up for the defect of institutional pension, and retains the advantages of family endowment, it is a new type of pension model which is suitable for Chinas national conditions.Then the article researches home endowments advantages and problems of the service center of Hangzhou, based on the Hangzhou sunset home endowment service center as a case, combined with the relevan
