PAGE PAGE 20 城市社区治理研究 ——基于对扬州市荷花池社区治理经验的分析 摘要：我国的城市化进程随着改革开放的步伐不断深入，形成了全国范围内城市社区建设的浪潮，社区日益成为各种利益关系的交点以及各种社会矛盾的聚集点，因此，探索城市社区治理的问题刻不容缓。本文就城市社区治理研究展开了一系列论述，并结合扬州市荷花池社区的社区治理经验，使得本文的论述可信度有了一个基本的提高。再者，比较分析法贯穿了全文的论述，国内外各城市之间的城市社区治理状况均是通过比较的方法来分析的，这也使本文的论述更加完善，具有可比性。 本文在论述了相关概念的含义以后，对国内外城市社区治理的实践作了简要的概述，并对国内外城市社区治理的现状进行了分析，全文以扬州市荷花池社区的社区治理为重点案例，着重分析了该社区的治理现状、问题和成因。在比较国内外城市社区治理模式的基础上，发现我国治理模式中的诸多问题，并仔细分析其存在的原因，最后对如何完善我国城市社区治理提出了具有建设性的对策与建议。 关键词：社区治理比较治理模式政府职能居民参与 The Study of the Problems of Urban Community Governance—Taking the Community governance of Yangzhou lotus pond as an example Abstract:With our countrys urbanization deepening of reform and opening up, forming a nationwide wave of urban community building, community becoming intersection and rallying point for all kinds of social contradictions of various interests, therefore, to explore the city community governance issue without delay.
