PAGE PAGE 19 城市居民参与社区治理模式的研究 ——以杭州市上城区为例 摘要：本文以杭州市上城区为个案，运用公民参与的理论，研究公民参与社区治理的模式，分析其存在的主要问题，在此基础上提出解决问题的对策建议。研究认为多元主体复合型的社区治理模式促进了基层社会的治理，但是，该模式仍存在政府行政命令主导，居民参与民主意识薄弱,参与程度不高，社区多元主体治理困境等问题，为此，政府应该积极推动社区自治，建立居民参与机制和参与平台，提升居民参与能力，进而达到社区治理的目的。 关键词：居民参与社区自治多元主体民主建设 Study on the Governance Model of the City Community residents Participation taking the Shangcheng District of Hangzhou City as an Example Abstract: This paper choose the deliberative democracy and public participation in the theory aspect, in the perspective of residents to participate in the selection, Shangcheng district of Hangzhou city as a case, to study the main street of Shangcheng district in the community residents to participate in community governance mode and content analysis, the model of the mechanism and characteristics are summarized, limiting its development factors and attempts to put forward the countermeasures and the suggestion to solve. This paper argues that the district as one of the main urban area of Hangzhou city, found that the problem of the multi subject complex community governance model still exists, such as government administrative influence, residents to participate in the administration level restrictions, residents in weak democracy, community residents to participate in multi subject governance dilemma, and put forward by allowing the government to guide the construction of community autonomy, enhance the ability of residents and residents participation mechanism and platform construction, realize the effective participation of community residents, to promote China’s community autonomy process.
