PAGE PAGE 23 城市少数民族流动人口管理问题研究 ——以青岛市为例 摘要：自改革开放以来，中国社会发生了巨大的变化，工业化和城市化的快速推进、经济结构调整和飞快的社会转型等，正在悄然改变着人们的思想和生活方式。流动人口当中城市少数民族流动人口正在急剧增加，原始户籍制度也在逐渐地失去它所具有的“社会保护”功能，一方面推进了城市化发展的同时也加大了管理的难度并且影响我国一体化和各民族之间的协调发展、社会的长期稳定和构建社会主义和谐社会。本文试图从政府公共管理的角度，通过实际的结合以少数民族人口流动典型的城市——青岛市为例，运用推拉理论、治理理论、新公共管理理论，分析青岛市少数民族人口流动的现状。并从管理的角度出发研究青岛市对其管理的现状以及问题，针对加强管理体制不完善、管理的观念滞后、所提供的公共服务不够到位、法律体系不健全等方面提出笔者的对策和意见。 关键词：流动人口少数民族政府管理 The floating populations service and management of urban minorities——the case of Qingdao Abstract: Since reform and opening up, industrialization and urbanization accelerating makes great changes have taken place in Chinese society. With the large number of rural surplus labor force and the city’s attraction effected at the same time, the original household registration system is gradually losing it’s social protection function.With the increase of the urban ethnic floating populations,though, promoted the development of urbanization, also increased the urban management of the floating population of ethnic minorities.This is not only related to the overall process of urbanization in China, but also to the development of the integration of our country,the coordination between different ethnic groups,social integration,long-term stability and build a harmonious socialist society. This article attempts to from the angle of the governments public management,through the combination of practical—the case of Qingdao,using the sliding theory, governance theory, new public management theory to analyze the situation of urban minority populations’ movements.From a management point of view to find out the problem. such as the management system is imperfect, the concept of management is lagging, public provided services are not in place, the legal system is not perfect and so on. And accordingly put forward countermeasures and suggestions, thereby increasing the Qingdao floating minority populations management.
