PAGE PAGE 18 地方政府在行政审批制度改革中的职能定位 摘要：当前我国行政审批改革已步入深水区，政府越位、监管缺位、法律规范不到位的现象依然突出。要走出审批改革的困境，实施简政放权，从根本上推动政府职能的转变、完善监管体制、重视地方政府的职能是关键所在。 本文旨在以浙江嵊州为代表的地方政府在行政审批制度改革中所面临的困境。通过分析地方政府与市场、地方政府与社会组织的关系，探讨出在行政审批中的地方政府的职能定位问题，嵊州市政府在行政审批制度改革中出现的对接工作不成熟，配套制度不完善，审批事项看似减少实则没减的问题，借鉴广东顺德的改革路径的经验，提出在行政审批过程中地方政府应开展基层培训，网上审批与并联审批并行，权力外放社会的对策。在通过对行政审批制度改革中我国的地方政府的职能定位的问题探讨的过程中，对于现行的中国的地方政府在进行行政审批制度改革时提出了较为实用有效的可行性的思路，从一定程度上丰富我国行政审批改革的研究，对于我国地方的现代政府建设也有着一定的借鉴意义。 关键词：行政审批政府职能简政放权 Local Government Function Position In Administration Examination And Approval System：Take The ShengZhou As The Case Abstract:The current reform of administrative examination and approval?in?China has been into the deep waters,the offside about absence of regulation and the law does not reach the designated position phenomenon is still outstanding.
