PAGE PAGE 18 大气污染区域合作治理研究 摘要：随着全球化的进一步发展，区域性的公共事务和公共治理越来越引起人们的关注，比如区域大气污染问题、流域性水污染问题、全球变暖问题。这种区域性质的事物需要我国各地方政府间进行区域合作，共同治理。本文研究从提出问题的背景和区域合作必要性开始，再分别介绍了区域合作、合作治理和区域合作治理的概念，并概况了区域合作治理的具体机制、方式和形式以及所存在的困境和问题。然后根据区域合作治理体系的三大部分内容：责任主体、主要内容、监管制度，进行较为详细的论述。最后，得出一个需要建立一套完整、全面的大气污染区域合作治理体系的结论。 关键词：大气污染、机制、区域合作治理 Study on the cooperative governance of regional air pollution Abstract: With the further development of gobalization, people pay more and more attention on public affairs and public governance of cross regional, for example, regional air pollution problem, basin water pollution problem, the problem of global warming.This cross regional nature of things need to regional cooperation among local governments in China, cooperate to solve public problems. This paper starts from the background of the problem and the necessity of regional cooperation. Next introduces the concept of regional cooperation, cooperation governance and regional cooperation governance. And general situation of the specific mechanism, regional cooperation governance mode and form and the existing difficulties and problems. Then ording to the three major content of regional cooperation governance system: the main responsibility, the main content, supervision system, explain them in more detail. Finally, draw a conclusion of need to establish a complete, comprehensive air pollution regional cooperation governance system. Keywords: Atmospheric pollution、Mechanism、Regional cooperative governance 一、 提出问题 (一) 背景 近几年来，由于经济的进一步发展，产业转型的推进，产业格局的变化，许多大中型城市的污染企业转移到城市周边地区或者是经济落后地区。然而，这样的产业转移和产业升级进一步加剧了对城市的环境破坏、污染。因此，一些地区的环境大气污染会随着时间的积累和空气的流动，形成跨区域的污染，造成大范围的大气污染事件，就如2013年的雾霾事件，据中国气象局数据显示，从 2013 年年初一直到年尾，全国雾霾天数已达 29.9 天，为 52 年来之最，雾霾覆盖了我国近三分之一国土面积。不仅影响人们的生活，而且危害人们的健康。雾霾天气大范围、大面积的发生，影响范围之大，程度之深，使得人们对于大气污染状况有了一个深刻和新的认识，也引发了社会对大气污染的关注。 一直以来，治理大气污染问题采用的是属地主义治理模式，就是各级地方政府和相关部门只需要负责好本辖区内和执行好政策法规所规定的内容，无需管理其他事物。虽然大气污染属地主义治理模式有利于各地方政府集中本地区的人力、物力和财力，也比较清楚大气污染情况，能够因地制宜和根据实际情况处理问题，但是其治理大气污染产生的效果常常不令人满意，有时大气污染问题反而愈加严重、愈加复杂
