PAGE PAGE 30 我国制造业FDI技术溢出效应的实证分析 摘要：在经济全球化的今天，许多国家都认识到了外商投资的重要性。中国作为世界上最大的发展中国家，从上世纪70年代末期开始积极引进外商直接投资（FDI），而其中大部分都流向了我国的制造业。制造业在我国工业部门中具有举足轻重的地位，尤其是在“中国制造2025”的大背景下，如何利用FDI来促进我国制造业的发展意义十分重大。因此，本文利用2003年至2013年11年间我国制造业下25个行业的面板数据，着重考察FDI的技术溢出效应。结果发现FDI对我国制造业产生正的直接溢出效应，而外资比例较高的行业存在“挤出效应”。同时，国内资本和劳动力对制造业的产出弹性并不高。因此，本文认为我国制造业要继续坚持吸引外资，但必须控制行业内的外资比例，同时加强技术交流和人才培养。 关键词：外商直接投资；中国制造业；技术溢出效应；面板数据模型 Research on the Technology Spillover Effect of FDI in Chinese manufacturing industry Abstract: In the time of economic globalization, many countries recognize the importance of foreign investment. As the biggest developing country, China is actively introducing the Foreign Direct Investment (FDI) after the end of 1970s, and most of FDI have flowed into the manufacturing industry. The manufacturing industry plays a decisive part in the Chinese industrial sector, so how to take advantage of FDI to promote the development of manufacturing industry is very important, especially in the context of “Made in China2025”. Using panel data of manufacturing industry from 2004 to 2013, we particularly focus on FDI technology spillover. The result shows that FDI directly bring positive technology spillover to manufacturing industry. And there are “Crowding-out Effect” in the industry with high proportion of FDI. The elasticity of domestic investment and labor is not very high. So, we suggest that the manufacturing industry should continue introducing FDI, meanwhile keep appropriate proportion of FDI. In addition, the manufacturing industry should strengthen technical communication and personnel training. Keywords: Foreign Direct Investment; Chinese manufacturing industry; Technology Spillover Effect; Panel data models 一、引言 （一）研究背景 外商直接投资（FDI）不仅为东道国的经济发展提供了资金支持，还能给东道国的企业带去先进的生产技术和经营理念，因此很受发展中国家的欢迎。作为世界上最大的发展中国家，在1978年以前，我国的外商直接投资几乎为零。随着改革开放的不断深化，我国提出了“以市场换技术”的战略，即通过开放国内的市场，吸引外商前来投资，引导外资企业的先进技术向国内转移，并通过消化吸收，最终形成我国自身独立的技术。在此之后，大量外商前来我国投资。经过几年的发展，我国已经吸收了大量的FDI。如表1所示， 2012年，我国吸收的FDI已经达到了1211亿美元
