PAGE PAGE 20 我国西部地区小城镇人口老龄化问题研究 摘要：人口老龄化已经成为全球普遍关注的问题，特别是我国目前以发展中国家的身份进入了老龄化社会，未富先老成为我国应对人口老龄化的一大难题。受到快速城市化的影响，在我国出现了城乡老龄化程度倒置的现象，让本来就经济不发达而且以农业人口为主的西部地区应对老龄化问题形势更为严峻。本文以宁夏隆德县为案例，从隆德县近年的人口数据分析西部地区小城镇在面临人口老龄化趋势下所存在的现象和需要应对的问题，并最后提出了三点措施建议：一、从省到村形成体系化的政策执行机制；二、在应对城镇、乡村老龄化问题时根据形势采取不同措施；三、以发展经济作为应对老龄化问题的根本举措。 关键词：人口老龄化西部地区城镇化农村 Population aging research of small towns of western region in China Abstract: Population aging has become a global issue of general attention.Especially,as a developing country China has entered an aging society.Old before rich become a big problem to deal with an population aging in China.Under the influence of rapid urbanization, urban and rural population aging inversion phenomenon appeared in our country,make already economically underdeveloped and predominantly agricultural population in the western region cope with problems under more serious situation.In this article,it tells the phenomena and problems under facing the population aging trend in the west small towns district of Longde according to population data analysis .And finally, three suggestions are put forward:Firstly,form systematic policy execution mechanism from the province to the village ;Secondly, it should take different measures according to the situation when face the towns and villages ;Thirdly, make economic development become a basic act of dealing with the aging problem. Keywords: Population aging western region urbanization rural area 一、 绪论 （一） 研究背景 1.?人口老龄化的定义?人口老龄化不是一个指标，是指总人口老年人所占比例不断上升的过程。一般的老龄化标准是当一个国家或地区总人口比例中65岁及以上的老年人口所占比重大于7%即被视为进入了老龄化，这是根据1956年联合国《人口老龄化及其社会经济后果》所确定的划分标准。最新的老龄化标准是在1982年维也纳老龄问题世界大会确定当一个多家或地区地区总人口中60岁及以上的老年人口所占比重大于10%，则意味着这个国家或地区进入老龄化。 2. 人口老龄化问题的全球化 截止17世纪末，世界人口的年龄结构一直表现为原始型的模式，其特点就是各个阶段的人口比例基本不变，世界各地人口情况也比较类似。根据人口学家估计，原始社会14岁及以下少年儿童人口约占36.2%，15至64岁劳动年龄人口约占60.9%，65岁及以上老年人口约占2.9%；到资本主义社会初期，这三项比重约为37.8%、58.8%和3.4%，两者相比变动很小。随后的18世纪到20世纪期间世界人口成长为年轻型，出现了明显的变化。其原因在于第一次工业革命的推动下，从18世纪后期到19世纪上半叶，欧美等率先实现确立了资本主义制度，这些国家的人口再生产类型打破了原先传统型的模式，进而发展为过渡型模式。1
