PAGE PAGE 16 现行土地征用制度下失地农民可持续生计问题研究 ——以杭州火车东站征地项目为例 摘要：随着城市化进程的不断加快以及城市范围的急剧扩张，许多农民失去了赖以生存的土地。在现行的土地征用制度下，如何维持失地农民的可持续生计已成为当下的热点问题。本文以浙江省杭州市火车东站征地项目为例，经过实地访谈和问卷调查，失地农民可持续生计问题主要表现在以下几个方面：长期收入剧减，生活质量下降，对未来生活的安全感降低。因此，我国政府应改善现行土地征用制度中货币补偿和安置补偿,首先制定更加公平的补偿政策和充足的补偿额度，此外，划分征地补偿款，改善征地补偿款的运用，将征地补偿款因人制宜地投入到失地农民社会保障方面，创业就业培训方面，子女教育方面。通过促进就业，提供平等教育、提供养老保障等增强农民本身的竞争力而达到增加长期收入的目的，让城市新居民享受与城市居民平等待遇，更快融入城市生活，从而促进城市化发展。 关键词：失地农民；可持续生计；土地征用；征地补偿 Sustainable Livelihood of Landless Peasants and Land Requisition Compensation Policy -- Take Abstract: land expropriation is a necessary way to urbanization. Most of the new city residents become non-voluntary city residents in the process of land expropriation.They lost their land as well as the social security, employment opportunities. The new city residents can not enjoy the same treatment as original city residents.Land requisition result in an embarrassing situation for the landless peasants. If the government ignores the interests and aspirations of farmers, the lack of proper and timely resettlement measures will sharpen social conflicts and the development of a harmonious socialist society. This paper took Hangzhou City, Zhejiang Province, East Railway Station land expropriation as an example . Investigating by field investigation and empirical analysis. This paper concluded that the current land expropriation compensation system in China is lack of sustainable livelihoods conception. Simple and short term compensation policies lead to the increase of short-term disposable income , but the reduction of long-term income . The sustainable livelihoods problems can not be solved for a long time. The happiness scores of the landless farmers decline, lower income, as well as the quality of life, the sense of security for the future life.
