PAGE PAGE II 高新技术企业新生代人才创新能力管理 摘要：在以知识为基础的财富创造系统中，社会经济发展所依赖的战略资源重点已转向人。 高新技术的研究开发不仅追求科学价值，而且更重要的是追求经济价值和社会价值。所以，高新技术企业从技术角度而言，是指前沿科学技术；从经济角度而言，是指有这样一类科技形成的产品和企业，其研究开发费用占销售收入的比例和科技人员占全部职工比例远高于一般制造业水平；从社会角度来看，指那些不仅有高的经济效益，而且还能显著引起社会文化观念、生活方式和社会组织变革的现代综合型科学技术。因此，有效地进行人力资源选择、开发和管理对高新技术企业的发展有着特殊的意义。 关键词：高新技术企业；新生代；人才创新 New generation talent innovation ability management of high-tech enterprises Abstract: TIn the knowledge-based wealth creation system, the strategic resource focus on social and economic development has turned to people.
