PAGE I 摘 要 随着全世界科学技术的快速发展，信息化时代的到来，云计算在全球范围内的应用引起了研究的热潮。不少企业纷纷开始投资建设属于企业自身的云服务平台-私有云，但在投资建设私有云项目时，如何全面地考虑到众多因素，是一个非常重要的问题。本文首先交代了企业私有云项目投资问题的背景，然后对于私有云项目投资决策的相关理论和方法进行阐述，再分析了私有云的项目优势和私有云建设方式，并随即引入模糊层次分析法，根据企业建设私有云项目所需要考虑的成本、业务、技术、安全四个层面的众多因素，以及不同的建设方案，运用层次分析工具，构建了私有云项目建设层次分析模型，将企业投资所关注的经济指标和非经济指标都全部纳入其中，最后选取具体的私有云项目为实证案例，对企业建设私有云项目初步考虑的三个方案进行了综合评价，论证了模型的有效性。 关键词：私有云；企业；投资决策  ABSTRACT With the rapid development of science and technology all over the world, the arrival of information age, the application of cloud computing in worldwide caused the research upsurge. Many companies began to invest in the construction belongs to the enterprises own cloud services platform - a private cloud, but building a private cloud in investment project, how to comprehensively considering many factors, is a very important problem. At first, this paper narrates the background of enterprise private cloud project investment, and then for private cloud elaborates the relevant theories and methods of the project investment decision-making, and analyzes the advantage of project and the construction of the private cloud of private cloud, and then introduce the fuzzy analytic hierarchy process (ahp), according to the construction of the enterprise private cloud need to consider the cost of the project, business, technical, the safe four aspects of many factors, and different construction scheme, using hierarchy analysis tools, to build a private cloud project hierarchy analysis model, the enterprise investment focus on economic indicators and economic indicators are all included, finally select specific private cloud project as an empirical case, private cloud project preliminary consideration on construction enterprise comprehensive evaluation, three schemes are proved the validity of the model.
