摘要 进入二十一世纪，由于人民内部矛盾凸现，刑事犯罪高发，维护稳定任务繁 重艰巨，公安工作已成为最危险的职业之一。民警伤亡人数不断上升，公安优抚 问题也因此日益突出，制定并实施切合实际的公安优抚制度显得尤为重要。 因为公安优抚工作政策性、法律性、专业性较强，在实际工作中存在的问题 和困难较多。如，没有相关的法律可供遵循，经费不足是普遍问题，子女就业难， 渠道不畅通，评残批烈手续繁杂，可操作性不强，抚恤标准偏低，民警工作时间 长，保障不足，待遇低，社会要求高，压力大等。 产生以上问题的原因很多，主要有，对优抚工作不够重视，制度没有很好地 落实，财政投入不足，社会化程度不高，认识上存在偏差等。 本文提出了一些关于我国公安抚恤制度建设的建议，如建立民警伤亡信息统 计系统，提高民警安全系数，增强对袭警犯罪的惩治力度，大力开展公安优抚宣 传工作，关爱子女，告慰英灵，建立公安民警英烈基金会等。关于我国公安优抚 制度建设的建议主要有使公安优抚工作法制化，建立长效增长机制，开展多种形 式的优抚活动，处理好从优待警与从严治警等关系。 关键词：公安优抚 发展历史 问题及成因 制度建设 4 Abstract In the twenty first centuries, the inside contradictions rise up, criminal crimes develop quickly, the task of sticking up for the stabilization is heavy, the police is one of the most dangerous work. The number of the casualty in police is rising continually, the problem of the police comfort and compensate work is standing out increasingly; it is very important to constitute and actualize the system of the police comfort and compensate work. Because the police comfort and compensate work is very strong in the policy、law and specialist, and there are a lot of problems and difficulties in the practice. For example, without any law to comply, lacking the outlay is the pervasive problem, it is very difficult for the children to take up an occupation, the way is not free, the procedure to judge the police is incomplete or is a martyr is miscellaneous, the work is difficult to be handled, the standard of comforting and compensating a bereaved family is very low, the time on work of police is long, the ensure is lack, the treatment is low, the demand of the society is high, the pressure of the police is much.
