第五届亚洲安全社区会议 The 5th Asian Regional conference on Safe Communities 发展中的安全社区伤害监测系统 —台湾伤害预防和安全推广协会伤害监测系统及其应用 白璐 （台湾社区安全推广中心，台北医科大学，中国台湾） 【摘要】要想成为国际安全社区网络的一员，必须满足六项指标，社区必须系统性地收集伤害 数据，并将数据用于社区安全项目评估之中。 台湾伤害预防和安全推广协会(TIPSPAISS)开发了一个“伤害监测系统”。这是一个基于抢 救部门的“伤害监测系统”，其目的是希望得到所有医院的采纳。但是，由于政策建立方面的 困难，该系统只得到了少数与安全社区结成联盟关系的医院的采纳。台湾伤害预防和安全推广 ICD 协会不仅提供自动的 代码转换，提供数据分析的功能，并依据所定的期限自动发出报告， 以便对所有数据的描述进行更新，比如伤害类别、性别和年龄分布，这些信息会将每隔半年在 网上公布一次。 安全社区行动已经在推动伤害监测系统运行方面发挥了积极的影响。预计未来会有更多的社 区加入到安全社区行动中来，也会有更多的医院参与伤害数据收集行动。最终将会建立一个全 面的数据库，而伤害监测系统将会成为正常程序中的一个部分。 【关键词】伤害监测系统; 安全社区 Injury Surveillance System for the Development of Safe Communities -- the TIPSPAISS and its application Lu Pai (Taiwanese Community safety Promotion Center, Taipei Medical University, Taibei, Taiwan) Abstract: To be certified as a member of international safe community network, the community has to meet six indicators. The community has to systematically collect injury data and use the data for community safety program evaluation. Following the WHO Guidelines, an Injury Surveillance System was developed by Taiwanese Injury Prevention and Safety Promotion Association (TIPSPAISS). It is an emergency department-based Injury Surveillance System and was intended to be used by all hospitals nationwide.
