第五届亚洲安全社区会议 The 5th Asian Regional conference on Safe Communities 伤害预防项目推进方式的实践与探索 吕保林 (潞安集团社区主任，中国山西) 【摘要】根据国际安全社区“五有一参与” 的六条标准和九方面工作的具体要求，潞安集团根据 自身的实际和管理属性，把国际安全社区建设要求具体化、本地化，在科学分析潞安社会、经 济发展状况，深入调查社区安全面对的问题以及职工群众安全需求的基础上，从2004 年至今， 坚持“年度项目管理四个文本”—— 《伤害预防情况现状调查报告》、《伤害预防项目的计划》、《伤 害预防项目实施报告》、《伤害预防项目评估报告》的伤害预防项目管理模式，保证了项目的有 效实施。 【关键词】伤害预防； 项目； 实施； 管理 The practice and Exploration of the Promotion Mode for Injuries Prevention Program Lu Baolin (Community Director, Luan Group, Shanxi, China) Abstract: In accordance with the requirements of six indicates and 9 working aspects by the international safe community program, Luan Group, according to its current conditions and management system, specified and localized the requirements of the international safe community program. On the basis of scientific analysis of Luan Group’s social and economic development, deep investigation of safety problems and tailoring works’ safety needs, Luan Group adhered to the mode of implementing “4 project documentations of annual program management”——“Report on the Current Condition of Injuries Prevention”, “Plan of Injuries Prevention Program”, “Implementation Report on Injuries Prevention Program” and “Assessment Report on Injuries Prevention Program”. Key words: injuries prevention; program; implementation; management 0 引 言 近几年，企业的主要精力主要用于矿井安全生产，相比而言，煤矿地面生产安全、非煤生 产安全、生活安全的地位并不是十分突出，尤其对学生、老年人、儿童、孤寡残障人群等弱势 群体的伤害预防并没有引起高度关注。随着企业规模的不断扩大，产业多元化的快速推进，企 业面对的已不仅仅是矿井安全问题，同时，伴随着社区人口的不断增加，老年人、青少年儿童、 社会人员比例不断增大，给矿区治安、交通、卫生健康等提出了严峻的挑战。据统计，2002 年 至2004 年共发生各类伤害人数达3301 人。2003 年比2002 年伤害人数增加了41 人，增长4.15% ； 91 第五届亚洲安全社区会议 The 5th Asian Regional conference on Safe Communities 2004 年比2003 年伤害人数增加了
