电 子 测 试 从现代科技看政府购买社区卫生服务的问题探析 黄 韦 （河海大学公共管理学院，江苏南京 210098） 摘要：随着经济的发展，国家出台了一系列的政策方针，这些政策方针促进了我国社区卫生服务的迅速发展。目前社区卫生服 务逐渐地被归入到城镇的医疗保障体系中，不过在我国，政府在社区卫生服务方面的购买还处在起步阶段，在实践过程中面临 着各种各样的问题。我国政府应该适当地增加公共投入，协调好各方面的利益关系，进行有效激励和约束，造就出“精明的买 主”。本文分析了政府对卫生服务购买的起源以及它的基本内容，从现代科技的角度揭示了政府对社区卫生服务购买活动的内 涵，同时，对我国进一步完善社区卫生服务购买提出了宝贵的建议。 关键词 ：现代科技；政府；社区卫生服务；政策制度 From modern technology to look at the problem of the government purchasing the community health services Huang Wei （Hohai University，Institute of public administration，Jiangsu Nanjing，210098） Abstract ： With economic development，the state has adopted a series of policy guidelines，these policy guidelines promote the rapid development of the community health service.Community health service is classified to the urban health care system，but in our country，the purchase of government in community health services is still in its infancy，facing a variety of problems in practice.Our government should increase public investment，and coordinate the interests of all relations，effective incentive and restraint，making it a “smart buyer”. This paper analyzes the origin of the purchase of government health services as well as its basic content，reveal the meaning of government purchasing activity for community health services from the perspective of modern science and technology，and made valuable suggestions on China to further improve community health service buying.
