论述 DISCUSSION 新医改政策下大学医院改革应把握的 问题及改革的方向 ■ 朱九田① 【关键词】 大学医院 公立医院改革 医疗科研中心 【摘 要】 大学医院作为医疗体制的重要组成部分，有其自身的特点，是医学人才培养的基地、临床科研的中心和新技术新疗法的 实验中心。在大学医院管理中，存在着管理渠道多、政府投入不足、陷入一般疾病的诊疗漩涡、医务人员负担沉重等问题。指出大 学医院的发展应处理好医疗与教学、科研和管理、管理与医疗等之间的关系，提出针对大学医院的改革，应注重做好大学医院的发 展定位、医学人才的培养、基层医院的帮扶、建立国家医疗研究中心及规范的管理模式等方面的改革方向。 Some important issues about the reform of University affiliated hospitals under the new healthcare reform policy / ZHU Jiutian //Chinese Hospitals.-2012,16(3):26-28 【Key words】 university affiliated hospitals, public hospital reform, clinical and scientific center 【Abstract】 University affiliated hospitals (UAHs), with its triple roles, including healthcare talents incubation base, clinical and scientific development center and innovation center for new technicals and treatments, is a vital part of the whole healthcare system in China. Currently, UAHs are facing great challenges in terms of management, including multiple regulators and shortage of government funds. A further development of UAHs depends on the harmonious interaction of their medical, educational, scientific and managerial functions, while the focus should be clinical center development, healthcare talents development and coaching and supporting primary medical institutions.
