策，以国内外市场为导向、以科学进步和科学的管理为手段、以发展细毛羊和超绌毛羊和 高产肉用羊为核心、以大中型养殖或加工企业依托、以农(牧)主为基础、以规模化的养 殖为重点、以产业化生产为方向，立足于甘肃的实际，发展毛肉兼用型的养羊业，在保汪 饲养规模基本稳定的基础上，扩大细毛羊、半细毛羊和改良羊的比重，充分利用杂种优势， 多向利用细毛羊资源，提高农牧民养羊的经济效益。 从养羊业的布局来看，应首先发展条件较好的河西地区，以集约化经营为手段，发展 规模化养殖：在其它地区，根据各自不同条件，发展山羊、肉用羊和进行专业育肥。 甘肃省羊毛产业必须加大资金投入力度，从基地建设、品种改良、饲养管理、羊毛收 购办法和流通体制改革、牧工贸一体化的发展战略实施等多方面入手，实现可持续发展。 从生产经营方面讲，政府要加大资金投入力度，积极引入优质高产细毛羊种，突出发 展超细型绵羊；加快羊毛收购办法和流通体制的改革，健全对羊毛市场的宏观控制；把养 殖技术的推广与农牧民的文化素质的提高紧密结合起来，从根本上解决养羊业生产效益低 的矛盾。从产业化发展战略来讲，通过建立优质细毛羊生产基地和组建多种形式的“龙头” 企业，大力发展规模化养羊，在加强草原和人工饲草饲料基地建设的同时，不断完善社会 化服务体系，全面带动产业化的发展。 关键词：甘肃省 羊毛产业 细毛 问题 战略措施 Abstact The wool industry is one of the links of the chain in the sheep hmbandry．It plays an important role in promoting the Gansu economy and resolving the problems of people food． After the reform and opening-up policy,with the promotion of comparative interest，people pay much attention on the quantity of sheep industry in Gaasu in the long period．Meanwhile the traditional management and the confused wool market lead to the turbulence of production and management ofw001．Although the situation tends to be stable in recent years， with the increase of mutton consumption and increasing desire of developing mutton husbandry,we have the problems ofdeveloping direction ofwool—oriented sheep The theme of the peper is to study the problems of direction of wool industry in Gansu province．The author offers targets and methods for the development ofwool industry through analyzing the present situation,the internal and external circumstance and the potency of wool industry development． Firstly,the author introduces the industrial economical developing theory and the select criteria of main industry．Theoretical models of industrial development and the select criteria of main industry are narrated．The author offers we should adopt the harmony-slant development model，determine main industry according to the demand of market and industrial potency． Secondly,the author overviews the present situation of wool indu
