Abstract The difficulty and the weak link of the cities’compulsory education is the compulsory education of the children of the migrant rural workers．In order to ensure that the children of the migrant fural workers can receive the education with the laW．there are many bearings not only on the development and the growth of the chiIdren themselves，on the sustainable development the cities and the prosperity and stability ofthe country,but also on the iustice of education and society,on the construction of harmonious society and the creation of well—off society in an all round way．Because the compulsory eduction of the children of the migrant rural workers was restricted by the society regulatory regime and the dualistic structure of education system，many difficulties and problems were existed．And the government the society and many aspects are paying close attention to the dimculties and problems increasingly．The writer did many researches on the original achievements and the concrete practice by using document method，investigate and analyse method，also analysed the reason and the value for the problems of the compulsory education of the migrant rillal workers，by using the points of view on“education iustice theory”．‘whole．people education theory’．‘the areation ofwell—off society in an all round way theory”and“the problems ofagriculture．rutal areas and farmer theotaj”．0n the basis of these theories、I put forward the five principles on how to solve the compulsory education of the migrant rutal workers．they are legal system principle，justice principle，the principle of taking over primary administrative responsibility by the government，the principle of giving main responsibility to make schooling available by the government and giving superiority by non—government people，the principle of planning， courdmating，taking charge together．Being guided by these principles，the way to deal with the construct of the compulsory education of the children of the migrant workers and也e
