II 人力资源开发对青海经济可持续发展影响的研究 摘 要 人力资源开发主要是指一个提高人的素质、挖掘人才潜力的过程。经济的可 持续发展成为世界各国普遍关心的话题，而科技的进步和经济可持续发展的决定 因素是人力资源。青海省是一个欠发达的民族地区，人口素质不高，人才资源缺 乏，怎样把一个多民族人口省份变成一个人力资源强省，以适应西部大开发要求， 推动青海省经济又好又快发展，是青海省面临的一个重要而紧迫的课题，研究青 海省人力资源开发与经济可持续发展关系问题具有重要的现实意义。因此，本文 在借鉴国内外对人力资源、人力资源开发、经济可持续发展以及人力资源开发与 经济可持续发展关系等理论研究成果的基础上，深入分析了青海省人力资源开发 和经济可持续发展关系的现状及存在的问题，提出解决青海省人力资源开发与经 济可持续发展关系问题的具体对策。 关键词： 青海省 人力资源开发 经济可持续发展 万方数据 III Study of the impact of Human resource development on Qinghai economic sustainable development ABSTRACT Human resource development is a process of improving the quality of people and tapping the potential of talents. Sustainable economic development has become a topic of concern in the world and the key to the advancement of technology and economic sustainable development is human resources. Qinghai is an underdeveloped minority areas with the population whose quality is not high and lack of human resources. It is an important and urgent task Qinghai is facing how to develop the province with multi-ethnic population into a human resources province in order to meet the requirement of Western Development and to promote rapid economic development of Qinghai Province. It is of practical significance to study the relationship between human resource development in Qinghai Province and sustainable economic development . Therefore, drawing on the theoretical research results on human resources, human resources development, sustainable economic development and the relationship between human resource development and sustainable development from home and abroad, the thesis made a deep analysis of the human resources development and sustainable economic development on the present situation and the existing problems and put forward specific countermeasures to solve the problem of the relationship between the human resource development in Qinghai Province and sustainable economic development .
