摘 要 乙烯是石油化工征业中最重要的基础原料之一，目前约有75％的石油化工产 品由乙烯来生产，乙烯的产品标志着一个国家石油化学工业的发展水平。我国目 前有十八家乙烯生产企业，乙烯能力已跃居世界第五位，但我国的乙烯自给率只 达46．4％，远远不够满足国民经济发展的需要。目前国内乙烯厂家已在展开大规 模的扩建与新建工作，在项目的招投标险段，确定足够数量的合适的卖方很关键， 这有利于我们货比三家，从而达到降低合同价格及提高工程质量的目标。由于乙 烯项目技术难度大、技术专业多，因此，作为石化行业的翻译不懂石化方面的知 识就翻译不好这方面的技术资料。涉外谈判中的技术谈判最为关键，它关系到引 进项目的技术质量。进口货物的报关与报验是货物得以使用所必须经过的两道程 序，发现问题要请商检及时出证以便索赔。来现场进行技术服务的外国技术人员， 其服务时间是有限的，如因我方原因而需外方人员延长服务，那么延长的时间我 们是要付高额费用的。装置的各个单元安装完毕后，要对装置作一系列的验收、 试车及考核，如果考核结果达不到合同的要求，那么要及时进行索赔。总之，大 中型乙烯项目的引进涉及到巨额资金的投入，项目的投资回报期又长，因此项目 的投资一定要有一定的预见性及前瞻性。同时加强对项目各个环节的科学管理更 是至关重要。 Abstract Ethylene iS one of the most important basic feed stocks in petrochemical industry．At present 75％of the petrochemical products are made from ethylene．the output of which represents the development 1evel of a Nation’S petrochemical industry．By nOW China has eighteen ethylene producing enterprises with their total capacity ranked No．5 in the world． but its domestic self supply rate iS only 46．4％and can not meet the need of the national economic development far and away．NOW the ethylene producing enterprises in China are carrying out the expansion and newly constructed work of wide SCope．During the period of invitation to tender and submission of tender of the project，it iS critical to ascertain SU伍cient and suitable sellers，as this will help US compare the sellers with each other， thus resulting in the decrease of the contract price and enhancing the project construction quality．Because of the difficult technology and a large number of the technical fields of ethylene project．a petrochemical interpreter or translator lacking of the petrochemical acknowledge will not perform good translation or interpretation．In the negotimions with foreign clients，the technical negotiation iS the most important．as it relates to the technical quality ofthe imported project．Customs clearance and inspection of the imported goods are two procedures for the goods to be used in the ethylene projects．Ifthe problem iS found，the inspection ce
