About the problems of rural primary and secondary school teachers’further education and the countermeasure of them Abstract The further education for the primary and secondary school teachers in broad town and countryside，which is a part of our primary education， has its own 1aw of development．There are great differences between in further education for the primary and secondary sch001 teachers，because of extraordinary natural and social conditions．The research of further education for the primary and secondary school teachers has great significance to improve rural primary education and popularize compulsory education as early as possible． There are some issues on further education for the primary and secondary school teachers in broad town and countryside．Such as the weak study motivation，the train pattern and content legging of the time， the appraisal form and result are not good，the management isn’t perfect etc．To resolve these problems，how to let the teachers pay much attention to it is the primary issue，and setting up better performed education system is vital too．The train contain should be transformed from diploma education to school-based，scientific appraisal system should be polished． Finally,an open manage system of rural primary and secondary teachers further education should be set uD． Keywords：further education；rural primary and secondary school teachers’further education；problem；countermeasure- 论农村oed,学教师继续教育存在的问题及对策 绪 论 教育是立国之本，而教师的教育是教育的基础。约占我国中小学教师三分之 二的农村中小学教师的继续教育理应是中小学继续教育的主体。 一、问题的提出及研究意义 随着全球化和知识经济时代的到来，国与国之间的竞争主要是以经济为中心 的综合国力的竞争，归根结底是人才的竞争。人才培育的基本途径是教育，而担 负着基础人才培养任务的教师在我国人才建设过程中应肩负重要的历史使命。教 师的质量在很大程度上决定着教育的质量，因此，教师的培养，特别是教师的再 教育非常重要，这关系到我国教育改革的成败。而作为我国教师中数量巨大的、 相对滞后的农村中小学教师的再教育更是关系到我国基础教育成败的关键。为了 落实国务院批转的《面向21世纪教育振兴行动计划》，各地都在实施教育部部署 的“中小学教师继续教育工程”。这时，加强中小学教师队伍建设，特别是农村 中小学教师的队伍建设，建立，健全农村中小学教师继续教育制度，形成农村中 小学教师继续教育管理工作的良性运行机制，开创农村中小学教师继续教育管理 工作的新局面，非常重要。 农村中小学基础教育是我国基础教育的重点，也是目前我国基础教育的薄弱 环节，国家把基础教育提高到战略地位，重点解决普及九年制义务教育问题，这 个问题的重点也是在农村地区。农村基础教育水平
