摘要 摘要 二十世纪九十年代以来，互联网络在全球的飞速发展和广泛普及，把人类 社会带入了全新的信息网络时代。互联网络在深刻的改变着人们的生产和生活 方式的同时也彳i可避免的对政治生活进行渗透产生影响。互联网络技术在我国 的蓬勃发展为我国政治牛活开辟了新型政治参与载体——网络政治空间，同时 网络政治空问中网络参与作为新型参与方式被越米越多的公众认可和接受。互 联网络在我国民众的政治生活中扮演着日益重要的角色，成为我国公民行使政 治权利的重要渠道，网络政治参与在我国政治发展中发挥其巨大民意彰显作用 的同时也显现出不容忽视的问题。正确把握互联网络发展对我国政治发展带来 的机遇的同时，全面分析和解决我国网络政治参与的现实问题，对促进我国公 民网络政治参与和谐有序发展，建设社会主义民主政治具有重要的理论及现实 意义，这也正是本论文的研究初衷和价值性所在。 本文正文共分三部分进行论述：第一部分，对网络政治参与进行一般性分 析，重点对网络政治参与相关理论进行梳理和分析，主要包括网络政治参与的 内涵、基本特征及其一般形式，并在此基础上概括我国网络政治参与的基本形 式。第二部分，在吲顾我国网络政治参与发展的基础上，综合运用比较分析法、 实证分析法重点分析我国网络政治参与的现实状况，进一步分析我国网络政治 参与发展的现实困境，并找出阻碍我国网络政治参与有序发展的深层原因。第 三部分，在系统分析前三部分内容的基础上，针对我国网络政治参与发展中存 在的问题作出相应的对策研究，并从三个层次提出了构建网络政治空问中和谐 有序参与秩序的建议，主要包括构建和谐公共管制之道，构建自主表达和自我 约束参与之道，构建平等协商交流互动之道。 关键词：政治参与 网络政治参与政治发展 Abstract ● Abstract The human society has been brought into an information era with the fast development and extensive popularization of Internet during 1 990s．This technology not only changes the way people work and live but also penetrates into the political life inevitably．The fast development introduced a new way of political involvement cawier--network political space．The network involvement has also been accepted by the public as a new form of involvement in network political space．Internet has become an important means in our fellow citizen’S political lives and crucial way to perform human rights．Indispensible problems have been detected during obvious public opinion detection in network politics involvement．It is of highly noticeable meaning in promoting harmonious development of network politics involvement and socialism democracy politics construction to grasp the opportunities brought by intemet development and general analysis and solve of the practical problems in network politics involvement．This is also the purpose and value of this research article． This article discusses three main parts：the first part of the general political participation of network analysis，focusing on the theory of political participation on the network scree
