当前县域义务教育均衡发展存在的问题与策略思考 　　摘 要 近年来，各级政府高度重视义务教育发展，大力推进县域义务教育均衡发展。本文结合我省部分县市义务教育均衡发展现状，发现普遍存在着教育资源不均、均衡程度相对较低、教育经费投入不均、校际之间差距尚存等一些主要问题。同时提出了进一步促进均衡发展的对策措施，地方政府、教育行政管理部门、学校以及教师应形成合力，各司其职，加大教育投入，合理规划学校布局，努力改善办学条件，加强教师队伍建设和学校管理，提升教育教学质量，切实推进县域义务教育军均衡发展，促进教育公平，促进学生全面发展。 　　关键词 县域义务教育 均衡发展 问题与策略 　　中图分类号：G522.3 文献标识码：A DOI：10.16400/j.cnki.kjdks.2015.07.088 　　Problems of Current Counties’ Compulsory Education 　　Balanced Development and Strategic Thinking 　　GAO Chuanping 　　（Hubei Academy of Educational Sciences， Wuhan， Hubei 430071） 　　Abstract In recent years， governments at all levels attach great importance to the development of compulsory education， and vigorously promote the balanced development of compulsory education in the county. In this paper， the status quo balanced development of compulsory education in some counties of the province， found that the prevalence of inequality of educational resources， the relatively low level equilibrium， education funding is uneven， the gap between some of the major issues remaining intercollegiate. Also proposed countermeasures to further promote the balanced development of local governments， educational administrative departments， schools and teachers should join forces to carry out their duties， increase investment in education， rational planning the layout of the school， efforts to improve school conditions， strengthen the construction of teachers and school management， improve education quality and promote the balanced development of the county of compulsory army， promote equity in education， to promote the overall development of students. 　　Key words County Compulsory Education; balanced development; problems and strategies 　　自教育部明确提出实施县域义务教育均衡发展以来，各级政府大力推进县域义务教育均衡发展，学校布局不断优化，学校办学条件明显改善，教育教学质量明显提高，教师待遇也逐步得到提高，但是由于种种原因，县域、城乡、学校之间仍存在不同程度的差距，还难以真正实现县域内义务教育的发展均衡，因此必须采取有效措施，逐步缩小差距，力促教育公平，办人民满意的教育。 　　1 当前县域义务教育均衡发展存在的主要问题 　　1.1 教育资源分布不均 　　当前，在县域义务教育中城区学校相对占据了具有较大数量的教育资源，而农村学校则恰恰相反。其次，教育资源在农村、城镇以及城市三类学校的内部也具有较大的分布差异，比如在
