搞好机关平时考核工作的思考
一、平时时考核工作存在的主要问问题:
一是考核内容容比较笼统。主要包括德德、能、勤、绩、廉五个个方面的内容。但是,有有关文件规定得比较原则则,如何评定考核的等次次,没有明确的尺度。容容易导致凭印象主观臆断断,对考核工作部分人持持消极态度,不负责地做做出评价,影响考核结果果的真实性,使考核结果果的客观公正性大打折扣扣。
二是考核方法不不够灵活。实际工作中,,偏重于民主测评、个别别谈话等静态考核,缺少少实地的、跟踪的动态考考核,使考核者对干部情情况掌握得比较浮浅,缺缺乏深度,考核结果缺乏乏准确性。
三是考核核有流于形式的倾向。从从运作的情况看,主要表表现在一些单位对平时考考核工作不够重视,不认认真听取群众意见,不完完全以工作实际为依据来来评定,存在着一定的随随意性。使考核等次有失失公正,特别是做为主要要领导,优秀名额在评定定中总是非正职莫属,副副职很少有机会获得优秀秀机会,失去了争先创优优的激励作用。
四是是考核结果的运用不够理理想。虽然通过考核,对对一些问题比较严重的干干部进行了谈话、警示,,还是定为不称职的干部部不予调资,但是力度还还不够大,尤其是缺乏对对表现优秀、政绩突出的的正面典型进行宣传,缺缺乏对问题严重、影响较较坏的反面典型进行剖析析,没有完全把考核结果果与干部的奖惩、提拔、、降免真正挂起钩来。
存在问题的原因:一一方面是缺乏对干部平时时考核的理论探讨和调查查研究,另一方面是缺乏乏有力的组织领导体系和和行之有效的方法。
二、建议及对策
1、、 建立考核机构,明确确职责分工
2、坚持考核标标准,突出考核重点
3、坚持考考核原则,确保考核质量量
4、重视考核结果果使用,提高考核实际效效果
