第 1卷第2期 北京大学教育评论 Vo1．1．No．2 2003年4月 Peking University Education Review Apr．2003 努力构筑我国公共教育财政体制(上) 王 蓉，岳昌君，李文利① (北京大学 教育学院 教育经济研究所．北京 100871) 摘 要：本文讨论了我国教育财政体制面临的问题和挑战，提出了改革建议，包括：制定明确的财政性教育 投入目标，重新明确政府的教育投入范围和各级政府问的责任分工．完善公共教育预算管理制度，灵活采用多种教 育服务的提供机制等。本文还对2010年和2020年我国的教育经费需求进行了预测分析。 关键词：教育财政体制；公共财政体制；教育改革 中图分类号：G467 文献标识码：A 文章编号：1671-9468(2003)02—0073—08 China’S Educational Finance System：Challenges and Reforms WANG Rong，YUE Chang-jun，LI Wen-li (Graduate School ofEducation，Peking University．100871，China) Abstract：This paper addresses some of the critical issues that deserve urgent and consistent attention in China’S educational finance system and argues that a comprensive reform effort is needed．Ten reform recom- mendations are made，of which the most important ones include：set up clear growth target for fiscal revenues of education，provide adequate fiscal resourCes to implement quality compulsory education，improve expendi- ture assignments for the various levels of governments，use only selective interventions to address school opera- tion，improve budget management and adopt a variety of mechanisms to deliver educational services，establish flexible and strong partnerships between government and non-government agencies．Th e report also provides an estima te of funding needs in 2010 and 2020 based on educational development goals set up by the Minsitry of Education． Key words：educational finance system；public fiscal system；educational reform 为实现党的十六大提出的教育发展目标，我们要认真分析我国教育财政体制的自身特点和现有问题，充 分借鉴其他国家的经验，锐意创新，探求改进
