School of Architecture and Design ,Beijing Jiaotong University ,Beijing 1α)044 ,China) Abstract: The authors chose the five provinces in northwest China as the research object ,built the evaluation index system of low carbon econo- my development level using analytic hierarchy process (AHP) ,and finally fi伊red out the provincial comprehensive score of low carbon economy de velopment level. The result showed that the five provinces were still in the high carbon development stage. The growing low - carbon economy of the fastest was Shanxi ,and the slowest was Ningxia ,which the annual average growth rate were 3.09 % and 0.64 % in 2007 - 2011 . Meanwhile ,low car- bon economy development was difficult in these regions. The low carbon economy development had tremendous potential. According to the analysis , the authors proposed that relevant
