民主政治视角下的人大代表选区划分问题研究中文摘要人民代表大会制度是我国社会主义民主政治的重要体现和组成部分，在推 进我国社会主义民主发展进程中占有突出地位。人大代表的选区划分是人大代 表选举制度的重要内容。1953 年颁布的新中国第一部选举法对选区的划分方式、 选区的大小、选区代表名额的分配原则都做了详细规定，后全国人民代表大会 又对选举法进行了历次的修订和修正，与选区划分的相关内容也不断变化。但 是，随着政治实践的发展，现行的选区划分制度已难以适应民主政治发展的需 要，甚至严重影响了人们对民主政治的期望。县乡人大选区的划分方式和大小 选区的选择上还有许多需要不断改革和完善的地方。本文在已有的学术研究成果的基础上，根据目前国内部分地区选区划分的 成功经验，联系我国实际，分析县乡人大选区划分与民主政治的关系，指出我 国选区划分实践中存在的具体问题，进而提出一些完善我国选区划分的建议和 设想。主要分为以下三个部分：第一章是选区划分与民主政治。主要介绍选区划分的相关内容及其与民主 政治的关系。第二章是我国选区划分取得的进步及存在的问题。阐述了当前选 区划分取得的进步和面临的新形势，并指出在新形势下显现出的缺陷。第三章 是完善人大代表选区划分的设想。针对当前选区划分中存在的问题，提出制度 性的改革建议。关键词：民主政治人民代表大会制度人大代表选区划分Study on electoral redistricting of deputy to PC from the perspective of democracyAbstractThe NPC system is an important embodiment and elements of Chinas socialist democratic politics. It is in a prominent position in promoting Chinas socialist democratic process. Electoral redistricting system is an important element of the electoral system of the NPC system. Since china has enacted the first Electoral Law in 1953, it has made detailed provisions on electoral districting way, electoral district size and distribution of deputies’ places. NPC has been continuously revised and amended to previous later. The content about electoral redistricting has also been constantly changed. However, with the development of political practice, the current electoral redistricting system can not adapt the development needs of political realities. Even more it seriously hurt the peoples aspirations to democratic. The way and size of county and township’s electoral redistricting still need to be improved and updated.This paper, based on existing academic research results and successful experience of electoral redistricting in some parts of China, analyzes the relationship between electoral redistricting and democracy under Chinas actual conditions at present. It points out the specific problems in China’s electoral redistricting practice, puts forward some proposals and ideas to improve electoral redistricting. This
