摘要随着我国高等教育的不断发展，民族院校的办学规模不断扩大，办学层次也得到了显著的提高，预算经费作为民族院校开展教学等活动的基本物质前提，随着民族院校预算经费来源渠道的拓宽，收入与支出项目逐渐变得复杂，预算管理工作是否健全完善，是否能使有限的教育资源得到优化，不仅关系到高校正常教学活动的开展，更关系到高校的命运和前途。如何使“相对充足，绝对稀缺”的预算资金得到最优化配置，发挥最大效益，是民族院校的财务管理工作尤其是预算管理工作所面临着的问题与挑战。为此，为解决当前预算管理体制中的预算编制不科学、预算执行效率低下、预算审计不合理、预算监督效果失真等诸多方面问题，民族院校迫切要求建立起一套完整、科学、合理的内部财务预算管理体制，从优化预算管理体制入手，建立起符合民族院校发展的、高效科学利用预算资金的预算管理系统，在提高预算资金利用效能的同时，进一步提高自身的办学管理水平，以促进民族院校健康可持续的发展。本文从优化这一概念出发，在阐述预算及预算管理的基本理论的基础上，总结出民族院校财务预算管理的内涵，紧接着根据我国民族院校预算管理的现状，剖析了我国民族院校预算管理存在的问题。并以实证研究的方式，根据Z大学预算管理中的实际操作体系，指出Z大学预算管理工作存在的具体问题并建议性的提出解决对策，从具体推广到一般情况，进而为民族院校的预算管理工作提供了新思路和新方法。关键词：预算；高校预算；预算管理AbstractWiththecontinuousdevelopmentofChinashighereducation,expandingthescaleofnationalinstitutes,andeducationlevelhavebeenimprovedsignificantly,thebudgetisthebasicmaterialpremiseofnationalcollegesanduniversitiestocarryouttheteachingactivities,alongwiththenationalcollegesanduniversitiesbudgettobroadensources,incomeandspendingprogramsarebecomingcomplex,thebudgetasatoppriorityofnationalcollegesanduniversitiesfinancialwork,whetherimprovebudgetmanagementwork,whethercanmakelimitededucationresourcesoptimization,notonlyrelatestothedevelopmentofthenormalteachingactivitiesincollegeanduniversities,morerelatedtothefateandthefutureoftheuniversity.Howtomakerelativelyplentiful,absolutescarcitybudgetsgetoptimalconfiguration,isthenationalcollegesanduniversitiesbudgetmanagementespeciallyfinancialmanagementworkisfacingproblemsandchallenges.Therefore,inordertosolvethebudgetinthecurrentbudgetmanagementsystemisnotscientific.Fromoptimizationofbudgetmanagementsystem,establishconformstothenationalcollegesanduniversitiesdevelopment,efficientandscientificuseofbudgetfundsbudgetmanagementsystem,atthesametimeofimprovingbudgetfundsuseefficiency,improvetheirmanagementlevel,furthereffortsandinternationalcollegesanduniversities,topromotethesustainabledevelopmentofthenationalcollegehealth.Inthispaper,startingfromtheconceptofoptimization,onthebasisofthebasictheory,summarizestheconnotationofnationalcollegesandu
