AbstractChinaEnglishhasallalongbeenacontroversialissuesinceitwasputforwardforthefirsttime.ManyscholarsmaintainthattheproposalofChinaEnglishisimpracticalforthelackofsocialbasisaswellasatheoreticalfoundation.Ontheotherhand,theuseofEnglishbytheChinesepeopleismainlyforinternationalcommunication,whereasChinaEnglishwillreducetheintelligibilityofEnglish.What’smore,theacknowledgementofChinaEnglishwillcauseothercountriestofollowsuittoclaimtherationalityofEnglishusedintheircountry.TheconsequenceisthatEnglishwillbecomemoreandmoreunintelligible,whichwilldefinitelyhamperthesmoothprogressofinterculturalcommunication.Therefore,ChinaEnglishisunnecessaryeither.Inlightofthequestionsabove,theauthorwilltakememeticsasthetheoreticalfoundationtoexplorethereasonsfortheemergenceofChinaEnglish,itsnecessityandprospect.MemeticscanbeinterpretedasaculturalevolutiontheorybasedonDarwin’stheoryofbiologicalevolution.ThetermmemeisinitiallyputforwardbyClintonRichardDawkins,whoregardsmemeasanewkindofreplicator,oraunitofculturaltransmission.Memescanbedividedintosuccessfulmemesanddeadmemes,strongmemesandweakmemes,asinglememeandmemeplex.Besides,Dawkinsproposesthreequalitiesofstrongmemes:longevity,fecundityandcopying-fidelity.Asforthefactorsinfluencingmemeticsuccess,BlackmoreandDistingivetheiropinions.AccordingtoBlackmore,thenatureofthehumanbeingsasthememeticselectorandthequalitiesofthememesthemselvesconstitutethereasonsforthesuccessorfailureofmemes.Distincontendsthattheenvironmentalfactorsandthememeticcontentarethetwofactorsinfluencingmemeticsuccess.Besides,theenvironmentalfactorsconsistofthephysicalenvironment,thememeticenvironmentandthebiologicalenvironment.Alloftheseprovideuswithanewperspectivetoexploretheemergence,existence,necessityandprospectofChinaEnglish.Afteranalyzingtherelevantideasofmemetics,theauthorholdsthatChinaEnglishisastrongmemeplexnow.Firstofall,thephysicalenvironment,thememeticenvironmentandthenatureoftheChinesepeopleastheselectorofEnglishmemeconstitutethepremisesfortheemergenceofChinaE
