Application Materials of Modern E-business Teaching Center Distance Education System at Chongqing Institute of Commerce 1. Proposal of the Project and the Process According to the Notice of Proposing Relevant Materials for Japanese Yen Loan Items for Selection issued by the Ministry of Finance, and under the guidance of the Chongqing Municipal Government, Chongqing Institute of Commerce (CIC) organized a special group to conduct the research and verification for the implementing project of the item. Based on the social and economic development plan of the tenth “Five-year” issued by the central and local governments, the western development strategic plan, and the higher education development plan of Chongqing City, with the reality of our institute in mind, CIC plans to establish modern e-business teaching center and distance education system, which will do great contribution not only to the teaching reform and the cultivation of administrative talents of new type but also to the training of quality business talents for Chongqing and western areas. The spreading of business knowledge with the aid of modern teaching methods will promote the social and economic development of Chongqing and western areas. With the deepening of higher education administrative system reform and the carrying out of “developing China by science and technology” strategy, and because of he lagging behind of investment into education, the low lab equipment standard and poor teaching facilities have made it difficult for China to follow the international standards, to compete with other countries after its entrance into WTO and to meet the urgent demands of economic as well as social developments.
