I I 摘要 摘 要 本文是本企业多年人力资源工作的实践、改革、创新思考和总结的基础上写成 的。在逻辑顺序和论述展开方面,采取由远至近、由传承到创新、由总结过去到 展望未来的脉络展开。 首先,本文从理论和实践的结合上对本企业集团人力资源战略的构建进行回 顾和总结,依次论述了人力资源战略理论的形成、内容、发展以及它在企业管理 和企业整体运行中的作用,强调了人力资源战略在企业的“亚核心战略”地位; 然后从剖析本企业人力资源工作中存在的问题入手,进行了 SWOT 分析,回顾了本 企业人力资源战略的制定过程;在此基础上介绍了本企业人力资源战略的主要构 成,同时论述了人力资源向人力资本转化的必要性和可行性以及人力资本运营的 主要环节,陈述了本企业人力资源战略的实施要点。 在建立本企业科学的稳固的人力资源战略架构的基础上,本文进而介绍本企 业多年来在人力资源工作方面的部分创新探索,本文主要介绍本企业人力资源管 理四个方面的创新探索: 1.走出“无人之境”的传统人事工作的误区,确立以人为中心、以人为支撑 的人力资源工作新模式; 2.对人力资源的巨大潜力进行深度开发、梯级开发; 3.探讨有别于传统激励概念的全面激励新概念。 本文关于人力资源工作的理论运用、实践总结和创新探索,对于本企业不断 改进和加强人力资源工作具有现实的指引作用,对其它企业也会具有参考借鉴作 用。 关键词:四川诚信集团,人力资源,战略构建,实施 II II Abstract Abstract This paper is based on many years’ practice, reform, innovation, and summing ups on human resources of the company. On logical order and discussion starting, it starts from far to near, from inheritance to innovation, from summing up the past to looking forwards to the future. Firstly, This paper has reviewed and summarized the construction of human resources strategy in the company, combined with theory and practice, following parts discusses the formation, content, and the development of human resources strategy, and its function in the company management and overall operation, where human resources strategy is strengthened as the ‘sub-core competence strategic’ status in the company, the next part starts with analysis of the problems during human resources operation, then a SWOT analysis, Reviewing the formulation process of human resources strategy in the company. Based on these, it discussed the main structure of the human resources strategy, the necessity and feasibility of turning human resources into human capital, and the major links in human capital operation, it also has discussed the important points in the implementation of the human resources strategy in the company.
