AbstractPublicinstitutionistheplacewhereconcentrateallkindsoftalentsinChina,itisanimportantfieldtoenhanceChinascomprehensivenationalstrength.Thepublicinstitutionpersonnelteamofhigh-qualityandsocialhasthevitalsignificancetopromoteall-roundeconomicandsocialdevelopment.Theimplementationofopenrecruitmentexaminationofpublicinstitutionisthenecessarylinkofthepersonnelsystemreformofpublicinstitution.Itstandardizesthepublicinstitutionofchooseandemploypersonsbehaviorfromtheentrance,makespersonnelsystemmorefairnessandjustice.Itishelpfultooptimizetheinstitutionhumanresourceconfiguration.Thecurrentinstitutionopenrecruitmentsystemmakestherulesinthebusinessunitpersonnelrecruitingscope,conditionsandprocedures,clearingtheopenrecruitmentexaminationmechanismofchooseandemploypersons,andregulatingtherecruitmentoftheinstitution.Itisexpandingtheviewofemployment,providesanimportantguaranteefortheconstructionoftalentteamininstitutions.Butrelativetotherecruitmentexaminationofcivilservants,institutionsopenrecruitmentexaminationsystemstartedlate,lackofsufficientexperience,intheopenrecruitmentimplementationdetailshaveyettobeperfect.Therefore,attentionshouldbepaidtoactivelyexploreeffectivemeasures,continuetopromotepublicinstitutionsopenrecruitmentexaminationsystemmorescientific.Firstly,thisarticleintroducestheinstitutionopenrecruitmentsysteminChinaandthedevelopmentprocess.Secondly,onthebasisofanalysisoftheinstitutionopenrecruitment,focusingontheimplementationoftheinstitutionopenrecruitmentexaminationsystem,thoroughanalysisandresearchinstitutionsopenrecruitmentexaminationsystemoftheexistingproblemsintheimplementation.Fromthedesignofopenrecruitmentexaminationsystem,methodofrecruitment,practicaloperationofrecruitmentexamination,theexaminerteamconstructionandotheraspectsdiscussestheexistingproblemsandthereasonsoftheseproblems.ByIIcomparisonwiththecivilserviceexaminationsystem,andputforwardtheenlightenmentandreferencetotheinstitutionspublicexaminationsystem.Finally,fromtheaspectofstrengtheningtheopen
