成都中医药大学硕士学位论文 万方数据 中文摘要 医疗机构制剂是市场药品的良好补充，是防病治病的物质基础。目的：为 了充分发挥四川医药资源及医疗市场的优势，针对医疗机构制剂发展不足，在深 入调查研究的基础上，提出医疗机构制剂发展策略与措施，加快医疗机构制剂发 展，提高制剂质量与水平，确保临床疗效，保障医疗的需求。方法：通过阅读文 献资料和进行相关政策咨询，重点开展对医疗机构及药品监管部门的调查与访 谈，对调查信息进行深入分析，以掌握制剂的优势与制约发展的因素，运用经济 学原理及管理学 POWER-SWOT 方法分析，筛选制剂发展的运行策略，为四川医疗 机构制剂的持续发展提供科学依据。结果：通过调查研究、数据分析、咨询与访 谈的综合研判，四川医疗机构制剂发展中需要亟待解决的问题：制剂数量呈下降 趋势；中药与化药制剂发展不平衡；常规剂型多，创新新剂型少；低水平重复配 制品种多，自主独家配制品种利用率小；制剂的监管不力等问题，成为制约四川 医疗机构制剂发展的主要因素。结论：依据调研结果分析和目前四川医疗机构制 剂发展内、外部环境宏观因素的优势和不足，运用 POWER-SWOT 方法分析的结果 表明，影响因素中优势与机会的组合分数最高。根据 SWOT 分析法的原则，四川 省医疗机构制剂应采取发挥优势和利用机遇的 SO 发展战略。SO 战略是积极进取 的发展战略，医疗机构制剂应当充分发挥具有的优势，抓住外部环境带来的机遇， 创造蓬勃发展的新局面，就应该实施以下运行策略：充分发挥四川中医药优势， 促进制剂的创新与发展；调整医疗机构制剂品种、剂型结构，以满足医疗需求； 采取科学的管理措施，规范配制行为，促进发展；构建制剂发展区域制剂中心， 提升四川制剂的能力与水平；强化医疗机构制剂监督管理，确保制剂持续、健康 发展。 关键词：医疗机构 制剂现状 调查分析 影响因素 发展策略 3  Abstract Medical institutional preparations is a good complement of marketing pharmaceuticals and the material basis to prevent and cure disease.Purpose: In order to give full play to the advantages of Sichuan medical resources and market, I searched the lack of development, intensive studied other issues about this subject, and proposed development strategies and measures of the medical institutional preparations. In the meantime, to accelerate the development of medical institutional preparations, to improve the quality, to ensure the clinical curative effect and to provide safeguards for medical demand.Methods: Through studying related literature and policy advice, investigating and interviewing the medical institutions and administrative departments, analyzing these information, to grasp the advantage and restraining factors of the development of medical institutional preparations.
