论文题目：S 监狱信息共享的需求分析与对策研究 学科专业：公共管理硕士 学位申请人：许太阳 指导教师：何精华 中文摘要 随着社会的发展科技的进步，特别是信息技术的高速发展，人类已经步入信 息化社会，信息化逐渐转变成一种生活方式渗透到每一个角落。监狱作为国家的 刑罚执行机关，担负着执行刑罚、惩罚和改造服刑人员、预防和减少犯罪、维护 社会稳定的重要职责。在当前日益复杂多变的社会环境和执法环境下，工作要求 不断提升，为了更好的实现监狱职能，信息技术越来越多的运用到监管改造工作。 近年来监狱信息化建设突飞猛进，为监狱工作的创新发展提供了强有力的推动。 然而在监狱信息化进程中往往致力于独立安防管控系统的建设，缺乏各独立安防 系统之间的整合与共享，重防控、轻整合，重建设、轻共享的现象十分普遍，信 息化管理难以实现突破性进展。本文结合当前监狱信息化管理发展的困境，通过 对监狱信息化以及信息化管理相关文献的研究，以及对 S 监狱信息化管理的概况 分析，发现当前监狱信息共享存在的障碍因素，分析提出当前监狱信息共享的需 求。以问题与需求为导向，以互联互通共享的信息共享模式为目的，建立监狱信 息共享的评测标准，提出完善监狱信息共享的思路与对策，更好的实现监狱职能， 提高监狱管理绩效，维护社会的平安稳定。 关键词：监狱;信息共享;需求;对策 Abstract With the rapid development of information technology, we have entered an information society. Prisons are the penalty executive organs of a nation. Their duties are to punish and transform criminals, maintain the safety of a nation and society, protect people’s lives and rights, and to safeguard the civilization progress and economic prosperity of a society. Nowadays, the social and law enforcement environment is increasingly complicated, more and more information technology are required to apply into daily work of prison regulatory management. The information technology in prison management is developing at an incredible speed and become a strong innovative impetus overall. However, the current prison information technology is more focused on independent security management rather than system integration and communication. Therefore, the prison information management has barely gained any remarkable progress. The paper focused on solving the problems by information sharing and tried to break the bottleneck of the prison information management. Through prison information technology empirical analysis, the author analyzed the reason of current difficulties and brought out some proposals for solving the problems. To improve the working efficiency and realize better prison function by information sharing are the major goals of this paper. Key words:Prison ; Information Sharing ; Demand ; Countermeasure
