河北工业大学工商管理硕士（M 河北工业大学工商管理硕士（MBA）学位论文 T T 市海洋经济运行监测与评估系统研究 T 市海洋经济运行监测与评估系统研究 摘 要 自 20 世纪 90 年代以来，我国海洋经济持续保持良好发展态势，海洋经济总量稳步增 长，海洋经济对国民经济和社会发展的贡献日益突出。相对于海洋经济的快速发展，我国 海洋经济管理能力总体上仍滞后于海洋经济发展水平。 T 市作为北方沿海城市，海洋经济的发展已成为其经济增长的重要组成部分，随着 T 市海洋经济组成结构的多样化发展，现有的海洋经济管理方法和手段，难以及时准确的对 海洋经济进行监测和准确评估。主要体现在海洋经济监测信息获取能力和海洋经济评估能 力不足，难以满足海洋经济宏观调控和海洋经济可持续发展的需要。为了解决 T 市海洋经 济管理所面临的问题，本文将探讨通过信息化的方法来提升 T 市海洋经济管理能力。论文 在对海洋经济监测和评估业务需求进行深入分析的基础上，结合 T 市海洋经济运行与评估 指标体系、海洋经济监测预警和评估方法等研究成果，提出 T 市海洋经济运行监测与评估 信息系统的建设方案。并且为了保障海洋经济运行监测与评估信息系统设计方案具有可行 性，文中还提出了确保方案顺利实施应该具备的条件和措施。 论文分为五个部分： 第一部分阐述了研究背景、研究目的、T 市海洋经济管理面临的问题和原因； 第二部分是 T 市海洋经济运行监测与评估系统的需求分析； 第三部分是 T 市海洋经济运行监测与评估系统的设计方案； 第四部分是方案实施措施，包括方案实施的条件和措施等； 第五部分是总结和展望，对论文进行总结并对下一步工作进行构想。 关键词：海洋经济，指标体系，监测，评估，信息系统 i THE RESEARCH ON THE MARINE ECONOMIC OPERATION MONITORING AND EVALUATION SYSTEM OF T-CITY ABSTRACT Since the 1990s, China’s marine economy has been maintaining good momentum of development constantly, the total marine economy has been growing steadily, and the contribution of the marine economy to the national economy and social development has been increasingly prominent. However, relative to the rapid development of marine economy, the management capability of China’s marine economy still lags behind the development level of the marine economy in general. As a coastal city in northern China, the marine economy has been the important part of T-city’s economic growth. However, with the diversified development of marine economy structure of T-city, it’s difficult to monitor timely and evaluate accurately the marine economy for existing marine economic management methods and means, which is reflected in the lack of the ability to obtain monitoring information and to assess the marine economy so that it’s difficult to meet the needs for macroeconomic control and sustainable development of marine economy.
