I I 中小企业融资难的克服与政府责任——以苏州为例 中文摘要 中文摘要 改革开放以来，中小企业推动国民经济发展、缓解就业压力、加快技术创新、 促进市场经济健康发展等方面作用不断提高。但由于中小企业自身的因素和外部 环境的影响，使中小企业的融资问题日益成为阻碍其发展的瓶颈。因此政府应当 采取各种支持政策，以促进中小企业融资问题的解决和中小企业的发展。本文阐 述了公共物品理论和市场失灵理论是政府支持中小企业融资的理论基础；介绍了 发达国家和新兴市场国家和地区支持中小企业融资的主要做法，总结出了各国(地 区)的主要经验以及对我国的政策启示；分析了苏州中小企业融资现状和苏州政府 已经采取的扶持中小企业融资的政策，特别对苏州首创的金融顾问制度的实施效 果进行了评估。最后提出了自己的政策建议，认为我国政府支持中小企业融资政 策至少包括建立健全中小企业法律法规；推进中小企业信用体系建设：完善中小 企业信用担保体系；拓展中小企业融资渠道等方面。 关键词：中小企业；融资；政府；政策 作 者：程 燚 指导老师：朱 晓 II II Abstract The Countermeasures of SME Financing Difficulties and the Government Responsibilities The Countermeasures of SME Financing Difficulties and the Government Responsibilities ——Take Suzhou as a case Abstract Since reform and opening-up, SMEs contribution continuously improves, especially in promoting the national economy development, lowering employment pressures，accelerating technology innovation，promoting the health development of socialist market economy. However, because of SMEs own factors and the impact of the external environment, SMEs financing problem increasingly becomes a bottleneck impeding their development. Therefore, the government should take all kinds of support policies to promote the issue settlement of SMEs financing and promote SMEs development . This paper expounds the theory of public good and market failure theory is the theoretical foundation of government supporting SME financing; introduces the main practices how the devoloped countries/regions and Emerging Market Countries/regions support SME financing, summarizes their successful experience and the Enlightenment to China； analyses the status of SMEs financing in Suzhou, the policies of assisting SME financing having been set up by the local government, particularly the assessment of the finance consulting system that was initiated by Suzhou.
