Abstract The emergence of the urban-rural fringe communities is an inevitable result of the development of post industrialization and urbanization. This paper mainly researches the construction of the urban-rural fringe communities which emerge in the process of urbanization in China. Based on the practice of the county of YunYan in the city of GuiYang in construction of the urban-rural fringe communities, the paper puts forward the basic concept of the urban-rural fringe communities and analyses in full detail the background and reason behind the urban-rural fringe communities in the course of urbanization in China. advances the four phase theory in the formation of the urban-rural fringe communities. The author summarizes the distinctive characteristics of the urban-rural fringe communities and the major problems which exist in the construction of the urban-rural fringe communities in China based on the studies of the construction of the urban-rural fringe communities by domestic scholars. With respect to the writing method，the paper combines work at the“point” and the“area”. The key emphasis lay on the“point”. The author proposes some basic principles to be up held and the countermeasures to be taken in the process of building the urban-rural fringe communities by integrating the current fruit of studies of communities under transformation in an effort to throw some light on the construction of the urban-rural fringe communities in the country.
