华中科技大学硕士学位论文 华 中 科 技 大 学 硕 士 学 位 论 文 I I 摘 要 城镇居民最低生活保障制度是我国的重要组成部分的社会保障制度，保障宪法 所赋予的保障权利以及缓解我国贫困问题是此制度最大的特点。城镇居民的最低生 活保障制度是不完美的，尤其是在救助对象的机制存在很多问题，笔者从确定的救 济对象的城镇居民来分析最低生活保障，目的是在通过低保，城镇居民的准入和退 出制度的调整，以提高我们的城镇居民最低生活保障制度体系。 中国城镇居民最低生活决定，确定救济对象的原则和方法，结合了当前中国城 市的居民的最低生活在确定的各种影响因素的救济对象保障制度的救济对象的问 题，安全系统，即提高城市居民最低生活安全系统，在进入和退出的制度安排。 中国的城镇居民最低生活安全系统的未来应该是全面的最低收入支持系统的城 市的居民的目标的原“收入（财产）定位”向“收入（财产）定位+类型定位+需求 定位”。同时基地+分类救援一体化的目标，最低生活保障制度和基本生活回归家庭 的目标和功能的初始设置，分类打捞的对象是面对家庭的最低生活保障和最低生活 保障边缘家庭，同时通过设计和实施：提高儿童补助金的贫困家庭，伤残补助金护 理，老人护理补贴和补助，单亲家庭援助项目完成。 因此，只有通过改善我国城镇居民最低生活保障的准入和退出制度保障体系， 最大限度地保护他们的基本权利，完整体现中国城镇居民最低生活保障制度的保障。 关键词：社会救助 最低生活保障 救助对象 低保户 II II Abstract Urban residents minimum living security system of our country in recent years to establish a social security system, but also has to solve the city of our country impoverished problem, maintain social stability, promote the development of harmonious society practical significance.
