III III and the quality behavior analysis theory which used in this paper is discussed. Based on the above, the analysis focuses on the change of contract’s quality behavior before and after the implementation of general contract. Then models are constructed according to those main factors influencing quality behavior, which are the utility value model for subcontractor’s behavior choice, game model for the behavior of general contractor and subcontractor and interactive activity model for the behavior of many subcontractors to research the characteristic regular and peculiarity of the contractor’s quality behavior in the general contracting mechanism. Then, on the basis of the conclusion of contractor’s quality behavior analyses, the change of contractor’s behavior control is researched mainly on the period before and after the implementation of general contract in this paper. According to the real situation of project construction, it is discussed and designed how the internal control mechanism of general contractor and subcontractor goes and how general contractor implements control mechanism on subcontractor. Finally, combined with the actuality of contractor’s quality control under the general contracting system in city C, the implementation and application of the contractor’s quality behavior control mechanisms are discussed, and the measure and suggestion has been brought forward in order to resolve the existing problems of contractor’s quality control in city C at present time.
