摘 摘 要 I I 摘 要 城乡居民基本养老保险制度是由城镇居民社会养老保险制度和新型农村社 会养老保险制度合并实施后的总称，是由政府组织施行，城乡居民自愿参加， 以个人缴费和政府补贴相结合的筹资方式，实行个人账户和基础养老金相结合 的社会养老保险制度，是党中央、国务院按照加快建立覆盖城乡居民的社会保 障体系的要求，以逐步解决城乡居民老有所养问题为目标的又一项重大惠民政 策。城乡居民基本养老保险制度与城镇企业职工养老保险制度、机关事业单位 养老保险制度共同构成我国社会养老保险体制。 本文主要采取问卷分析法、案例分析法及文献研究法三种研究方法，对我 国城乡居民基本养老保险制度的制定过程按照时间进行了系统地梳理，分析了 该制度出台的背景、意义以及所取得的成效，并剖析了制度施行过程中遇到的 障碍、问题，从而引出对改进该项制度的思考。本文以福建省泉州市为例，对 泉州市城乡居民基本养老保险制度的实行成效主要按照多阶段抽样的方法抽取 调查样本，根据调查问卷中受访者的性别、年龄、文化程度、职业、当前参保 类型、家庭人均年收入等八个方面来分析论证城乡居民基本养老保险制度施政 过程中存在的问题，并对 10 名不同职业的对象进行个人访谈，对问卷结果进行 补充。 本文还在参考国内外学者文献的基础上，考察不同群体对城乡居民基本养 老保险制度的认可程度、利用率和需要满足状况，并结合地区经济发展及居民 消费水平实际，参考相应社会保障制度，有针对性地提出三点建议来完善现有 的城乡居民基本养老保险制度。 关键词：养老保险 城乡居民 社会公平 动态调整 Abst Abstract PAGE PAGE VI Abstract The new rural social pension insurance system and The urban social pension insurance system combines named The basic residents’ pension insurance system.
