德尔菲法构建高致病性病原微生物菌毒种或样本运输生物安全快速评价指标研究 　　摘要： 目的 通过采取德尔菲研究法对高致病性病原微生物菌毒种或样本生物安全运输评估指标进行研究， 对高致病性病原微生物菌毒种或样本运输生物安全现行评价指标进行筛选和重构，选择关键性指标从而实现快速评价放行的要求。 方法 在本市现行使用的高致病性病原微生物菌毒种或样本运输生物安全监督检查评价表的基础上，组织7 名专家对所有21 项评价指标进行咨询，经过2 轮咨询，对21 项指标评分和统计分析， 采用界值法并充分结合专家意见筛选评价指标。 结果 通过2轮咨询，建立了7 项关键性指标作为高致病性病原微生物菌毒种或样本的运输安全快速评价指标， 包括申办有效的准运证书、运输人员、运输车辆、运输包装以及运输后报告等5个方面。 结论 通过本次研究建立了一套针对高致病性病原微生物菌毒种和样本运输生物安全的现场快速评估指标， ，对卫生监督部门来说，缩短了评价放行的时间，提高了运输安全监管效率；对运输部门提供了一套自我评估快速放行评价指标，大大提高了确保运输过程中的生物安全，具有重要意义。 　　关键词： 德尔菲研究法；高致病性病原微生物；菌毒种或样本运输；生物安全 　　Abstract： Objective By Delphi method， research the assessment about the safety transportation of high pathogenic biological sample. Select key indicators in order to assess the safety transportation of high pathogenic biological sample and rapidly transport. Method By the used of the transportation safety of high pathogenic biological sample inspection evaluation table， consult the seven experts about the assessment indexes. Through two rounds of consultation， select the key assessment indexes with boundary value method. Result Seclect the seven key assessment indexes as the safety transportation of high pathogenic biological sample of rapid evaluation indexes including effective certificate， the management of transportation person and transportation vehicles， the safety of transportation packaging， and transportation report. Conclusion Through this study， established a system of rapid evaluation indexes about the safety transportation of high pathogenic biological sample. To health supervision departments， the system of rapid evaluation can be shortened the evaluation time and improve the efficiency of transportation safety supervision； To the transport sector， the system of rapid evaluation can provide a set of self assessment quickly evaluation index， greatly enhanced to the safety of transport processes in biological safety. 　　Key words： Delphi survey； the highly pathogenic biological； Sample transportation； Biology safety 　　根据《病原微生物实验室生物安全管理条例》，
