To solve the problem of harding get into kindergarden and high tuition, and standardize the pre-school education, Nanning government have issued some policies, especially which put forward for developing Benefit preschool kindergarten, and through various ways to expand pre-school education resources. Nanning government began attaches great importance to the development of benefit preschool education. This study mainly adopts the method of literature analysis, normative analysis and empirical research, the research object is Nanning Benefit preschool education development, the main content of the study includes: what problems does Nanning benefit preschool kindergarten faced in the process of constracting and it cause; Constracting benefit preschool education development path idea under polycentric governance; How to establish multiple fund raising mechanism and the polycentric governance mechanism of benefit preschool education.
