ABSTRACT ABSTRACT It is the heart segment for a publishing company to select a topic and scheme a topic,moreover,the decision of a topic good or bad is the key element to resolve the work in success or failure.We need to find out a dependable and scientific way to decide topics,averting the deficiency causes by traditional decision of topics with subjectivity and at one’s pleasure.By this way we can guarantee the running of the central work normaly and more efficient. Based on the thoroughly analyses of the fundamental present situation,the strategic importance and the profound connotation base of topic selection,to avert the deficiency causes by traditional decision of topics,we propose the application of fuzzy decision,supplying a way to decide topics scientifically,objectively and relatively accurate.Thereby increase the dependability of the topic decision. The fuzzy decision pattern and algorithm of the topic selection are establish initially，through great quantity of basic works of surveys, studies and specialist evaluation. Associating with the press work practices，we fix the distribute means of the strategic importance element，for the next steps of fuzzy decision software system analysis and establishment. This paper adopts the Data Flow Analysis (DFA) means to analyse the software system. After analysing system requirements and flow process diagrams detailedly , designing some important data bases and data sheets， we obtain the demand of softwares, the structure of the functions and the stages to achieve the purpose. It is the ultimate aim of dissertation to associate the theory means to the real works of publishing company,to apply the software system to the topic descision. By means of the fuzzy decision , we get much datas and messages which could be impossible to appear formerly.
